or November of 2003. This tenth edition was published in

Probably
the greatest scandal to come to light in Portugal since the
fall of the Salazar-Caetano regime in 1974 has been that of
pedophilia in the Casa Pia, an old and otherwise esteemed
Lisbon orphanage. It soon became obvious that powerful
people were protecting the doorman of the institution
(Carlos Silvino da Silva, known as "Bibi"), who had
facilitated numerous procurements of children for sexual
purposes over a period of about twenty-five years. Various
attempts within the institution to curb "Bibi" had led only
to the frustration and detriment of those who opposed him.
A leading television personality (Carlos Cruz), a former
ambassador (Jorge Ritto), a wealthy physician (Ferreira
Dinis), and one of the leaders of the Socialist Party in
parliament (Paulo Pedroso) were arrested and placed in
preventive detention, along with "Bibi". Political pressure
resulted in the release of Paulo Pedroso some months after
his detention. There remains a feeling among many in
Portugal that there is much still to be discovered.
